		<description>Commentary seems to indicate that the House vote was closer than the Administration expected.  While this would have been a huge defeat if it hadn&#039;t gone through &quot;everyone&quot; believes that the Senate will be tougher going.  To begin with, it is expected that more committees will weigh in versus giving a pass as they did in the House.  Certain environmental groups are none to pleased with ACES and are concerned with how much more the Senate version will water down the legislation. 		<description>The House vote was obviously very close.  Will the Senate now go along, or pass an altered version that will require considerable conferencing that may delay action this year?  I think cap and trade will have greater head winds in the Senate.</description>
